    DALLAS (CBSDFW.COM) – Every night, hundreds of Texas children in Child Protective Services custody are forced to sleep in offices, motels, and other make-shift government shelters. According to court records, at these unlicensed facilities, some children were given the wrong medication, some got into physical fights with caseworkers and peers, while some connected with sex traffickers and ran away. State officials say keeping children in unlicensed facilities has always been a “last resort,” but records show since 2020 the number of foster children being housed in unlicensed facilities has skyrocketed. Statewide, nearly 15,000 children are in CPS custody. Most of them are in foster homes. However, every month hundreds of mainly older teenagers with higher needs have no place to go. Keeping children in unlicensed facilities is illegal but state officials say there’s nowhere else for these teenagers to stay In October, 297 children spent a least one night in an unlicensed facility.     PORTER RANCH, LOS ANGELES (CNS) -- Over the objection of residents and activists, the California Public Utilities Commission agreed Thursday to increase the amount of natural gas that can be stored at the Aliso Canyon storage facility near Porter Ranch, raising the limit to roughly 60% of allowable capacity.The storage facility -- site of the 2015-16 leak that grew to the worst of its kind in U.S. history -- has been operating since 2018 at about 50% of capacity. The commission voted Thursday to increase the facility's allowable storage to roughly 41 billion cubic feet, or Bcf, roughly 60% of the current 68.6 Bcf capacity.The commission rejected an alternative proposal that would have allowed the facility to operate at 100% capacity.     LOS ANGELES (AP) — California regulators voted Thursday to increase the capacity of a Los Angeles-area natural gas storage field where a 2015 blowout caused the nation’s largest-ever methane leak and forced thousands from their homes. The California Public Utilities Commission voted unanimously to increase the storage capacity of the underground Aliso Canyon field to 41 billion cubic feet (1.1 billion cubic meters) of natural gas from the current capacity of 34 billion cubic feet (962 million cubic meters). The move is aimed at ensuring supplies of natural gas for the upcoming winter months “in a safe and reliable manner” even as the PUC continues working on longer-term plans to close the field, Commissioner Martha Guzman Aceves said in a statement. Neighbors and activists who want Aliso Canyon permanently closed said the increase was unnecessary and had urged the PUC to reject it. They anticipate having about 400,000 passengers between Nov. 19 and Nov. 30. The Sharks announced that just 10,059 tickets were sold for the team’s game on Tuesday with the Buffalo Sabres, but it appeared that far fewer fans were inside the 17,562-seat building for what turned out to be a 5-3 San Jose victory.     MINNEAPOLIS (WCCO) — A community COVID-19 vaccination site at the Mall of America will expand its hours and capacity starting Wednesday. Gov. Tim Walz’s office announced the site will be able to administer 500 doses a day, and will be open Wednesday through Friday from 1 p.m. to 8 p.m., as well as 9 a.m. to 4 p.m. on Saturdays. That’s an increase of 350 doses per day and 10 hours per week. The site administers the Pfizer vaccine, for free, to all eligible individuals 12 and older. The latest numbers from the Minnesota Department of Health bring the state’s total COVID-19 case count to 684,070, while 7,993 Minnesotans have died from the virus. Nearly 73% of Minnesotans 16 and older have received at least one vaccine dose, while 93.2% of those 65+ have. The state has administered 6,340,399 vaccine doses in total; 3,187,684 people have completed their vaccine series.     LAS VEGAS (AP) — The Las Vegas Raiders will require all fans attending home games to show proof of vaccination for COVID-19. The team said Monday that the policy will take effect for the first regular season home game on Sept. 13 against Baltimore. The Raiders implemented the change in accord with new directives from Nevada Governor Steve Sisolak regarding large events. Vaccinated fans will not need to wear masks at the games. “Health and safety has always been our number one priority,” Raiders owner Mark Davis said. “After consultation with Governor Sisolak and other community leaders, this policy ensures that we will be able to operate at full capacity without masks for fully vaccinated fans for the entire season.” The Raiders played their first season in Las Vegas in 2020 without fans but will be at full capacity this season.     At a city-funded homeless shelter in Venice, 37 people have tested positive for COVID-19 in recent weeks — the largest current outbreak in a homeless facility in Los Angeles. The 154-bed site is on lockdown and no new people are being admitted. This comes after city officials pushed for the site to be reopened at full capacity in the spring despite concerns of medical officials at the Department of Health Services. In mid-May, L.A. city officials organized a call with some of the nonprofit providers that run the largest city-funded homeless shelters. Placing a shelter in Venice has been a hot button issue for years.     Lake Powell, America's second largest reservoir, has hit its lowest level since it was first filled fifty years ago amid a climate-fueled drought and increasing demand for water.  As of Sunday, the Utah reservoir had fallen to around 33 percent capacity at roughly 3,554 feet in elevation, according to CNN citing the US Bureau of Reclamation. The previous all-time-low was set in 2005. The rate at which both Lake Powell and the nearby Lake Mead in Nevada - America's largest reservoir - have drained this year has alarmed scientists and officials.  Warnings over the water levels at the key reservoirs come as over 95 percent of the Western US is experiencing drought conditions.     ARAPAHOE COUNTY, Colo. (CBS4) – Large crowds forced Arapahoe County Fair officials to turn some people away on Saturday. The county tells CBS4 they closed gates at 8 p.m. to keep those who were already inside safe and keep traffic from becoming jammed. Organizers say this is the first time they closed the gates due to capacity issues. More than 15,700 people attended the fair on Saturday, a crowd, officials say, was one of the largest in the event’s history. “We knew folks were ready to get back to seeing friends and family at a time-honored event,” said Glen Poole, operations manager for the Fair. “While we planned on extra attendance, we were overwhelmed at the number of day-of attendees.” Those who were turned away were encouraged to return on Sunday when the fair reopened at 11 a.m. until 11 p.m.
