The error — uncovered by CalMatters and acknowledged by Cal State officials — is straightforward but costly. In filling out paperwork required to get its portion of the $2 billion Gov. Gavin Newsom set aside for student housing, Cal State incorrectly assumed that it could use that money — and only that money — to build dorms and apartments for low-income students. In reality, state rules allow Cal State to combine this limited pot of state money with outside funds, such as dollars from bonds the university regularly issues. Using a mix of funds allows a campus to either build larger structures to include more beds or combine projects to house more students. The consequence for Cal State’s blunder: Unless state lawmakers intervene, as many as 3,000 students will be deprived of affordable housing.     RICHMOND, Va. — State data shows that enrollment at Virginia’s public schools has not returned to pre-pandemic levels. The Richmond Times-Dispatch reports that last year, 44,000 students left the state’s public schools. The number of students lagged by 46,000 students this year, compared to 2019. Much of the loss is in early grade levels. About 80,000 kindergartners enrolled last school year, nearly 12,000 fewer than the previous school year. This year, kindergarten enrollment grew to around 87,000, which is an increase, but not a return to pre-pandemic levels. The enrollment loss could affect how much the legislature’s willing to offer in local budgets, unless it holds school districts harmless for enrollment loss like last year.     Defense Secretary Lloyd Austin has ordered an investigation into the March 2019 drone strike that killed civilians in Syria. The strike occurred on March 18 of that year and killed 80 people, some of whom were civilians, though it was first reported by the New York Times roughly two weeks ago.     Washington is in talks with Fresno State’s Kalen DeBoer to be its next head coach, two people familiar with the discussions between the Bulldogs’ coach and the Pac-12 school told AP on Monday. The people spoke on condition of anonymity because a deal between Washington and the 47-year-old DeBoer was not complete, though he was scheduled to meet with school officials in Fresno, California, on Monday. On3 Sports first reported Washington was targeting DeBoer to be its next coach. DeBoer has spent two season at Fresno State, going 12-6. He previously worked under Jeff Tedford at Fresno State during the 2017 and 2018 seasons as offensive coordinator.
