    MINNEAPOLIS (WCCO) — Authorities say that human remains found in northern Minnesota earlier this month belonged to a Twin Cities man who went missing in 2018. The Cass County Sheriff’s Office says the remains found on June 7 in a heavily wooded area of Blind Lake Township belonged to 62-year-old David Rickbeil of Ham Lake.     A Caltrans employee found a human foot while working on the 210 Freeway in San Bernardino on Monday morning, May 3, and investigators were trying to learn who it belonged to and how it got there. The appendage was located in the center median of the freeway west of State Street at about 9:13 a.m., California Highway Patrol Officer Ivan Sandoval said. It may have belonged to a woman, and appeared to have been there for several days. The foot was not in a sock or shoe, Sandoval said. No further remains or clues were discovered during an extensive search of the area. No patients missing a foot were reported at nearby hospitals. The foot was turned over to the San Bernardino County Coroner’s office. The CHP asked anyone with information that might be relevant to investigators to call CHP Officer G. Lomenick at 909-383-4247.     FLINT, Mich. (AP) — State election officials took the wrong path in trying to keep a Genesee County judicial candidate off the 2020 ballot, the Michigan Court of Appeals said. A Flint business address at the top of a nominating petition, instead of a Grand Blanc home address, didn't spoil the signatures gathered by B. Chris Christenson, the appeals court said Thursday. The court affirmed a decision by the Court of Claims. Christenson sued last summer to get on the August primary ballot after the Board of State Canvassers said he didn't qualify because of the address. The board acted on the recommendation of state election officials. Christenson advanced to the November election and won a seat on the Genesee County Circuit Court. “Although the place at which a person has his or her mail and other communication sent is often a residence, this word ‘address’ does not necessarily require its use to mean a residential address,” the appeals court said.     An Alabama woman was arrested on charges of animal cruelty after she allegedly took her neighbor’s goat and painted it blue, according to the FOX affiliate in Memphis. The accused, Erica Marie Farmer, 34, allegedly took the goat believing it belonged to her cousin, according to the FOX 13 Memphis.     Oregon detectives have teamed up with scientists to produce a sketch showing what a murdered teen may have looked like at the time she vanished.  Wanda Herr, 19, was last seen in 1976, when she was living in a group home near the  city of Gresham.     A handful of peacekeepers have reportedly died in a helicopter crash that occurred in the Sinai Peninsula. Israeli and Egyptian officials told the Associated Press that the helicopter, which belonged to an international peacekeeping force, killed at least seven people, including several Americans. The Israeli official said five Americans were among the dead, while the Egyptian official said the crash appeared to be the result of a technical failure.
