But he says it should be “painful” for senators to use the filibuster to block legislation. The Senate’s website describes the filibuster as “a loosely defined term for action designed to prolong debate and delay or prevent a vote on a bill, resolution, amendment, or other debatable question.” With the filibuster in place, Democrats would need at least 60 votes to pass legislation — a tall order in an evenly divided Senate. US psychologists conducted two studies totalling 932 phone conversations – between loved ones and between strangers.  They asked people to report when they had wanted a conversation to end and to estimate when their call partner had wanted it to end.     On his first day in office, President Biden signed an executive order revoking the permit for the Keystone XL oil pipeline, pleasing climate activists and Indigenous groups. If completed, Keystone would span nearly 1,200 miles, carrying carbon-heavy oil south from Canada to the Gulf Coast.  The pipeline was an obstacle to Mr. Biden's campaign promise to create 10 million clean energy jobs. The order nixing Keystone stated the pipeline "would not serve the U.S. national interest" and said the U.S. "must prioritize the development of a clean energy economy, which will in turn create good jobs."  Pipelines are built seasonally for 19 ½ weeks at a time, on average, so the jobs created to build them are considered short-term.
