WASHINGTON (AP) — President Joe Biden’s $1.85 trillion social spending bill includes a provision that, if it becomes law, would mark the first time the federal government has offered targeted support in response to the decline of local news. The help would come in the form of a payroll tax credit for companies that employ eligible local journalists. The measure would allow newspapers, digital news outlets and radio and television stations to claim a tax credit of $25,000 the first year and $15,000 the next four years for up to 1,500 journalists. It’s a response to growing alarm that the elimination of newsroom jobs is leaving communities without access to critical information. The concern has grown since a hedge fund with a reputation of ruthless cost-cutting acquired Tribune, one of the nation’s largest newspaper chains, in May. Already, about one-fourth of the country’s newspapers have closed and half of local journalism jobs have evaporated in the past 15 years, according to research from the University of North Carolina. That leaves about 1,800 communities with no local newspaper. But...

(CNN)Austria is days away from ordering millions of unvaccinated people to stay at home, its chancellor said Thursday, in a rare move that underscores the increasing exasperation of European leaders towards those who have not yet been inoculated against Covid-19. Alexander Schallenberg told reporters the country's vaccination rate was "shamefully low," and hinted that the measure would be triggered within days. "In other states that rate is a lot higher -- it is shameful as we have enough vaccines available," Schallenberg added.Under the country's plan, which was agreed in September, unvaccinated Austrians will face a stay-at-home order once 30% of intensive-care beds are occupied by Covid-19 patients. The current rate is 21%, according to the Austrian Agency for Health and Food Safety (AGES), and a surge in infections has pushed it up quickly.Unvaccinated people are already excluded from entertainment venues, restaurants, hairdressers and other parts of public life in Austria. If the new measures come into place, the unvaccinated will be ordered to stay home except for a few limited reasons; the rules will be policed by officers carrying out...
Suspected white supremacist Kyle Rittenhouse is on trial, facing two counts of homicide and one count of attempted homicide. While the fate of Rittenhouse is yet to be determined, his trial, much like the trial of the killers of Ahmaud Arbery, is about much more than one individual. About more than Kyle Rittenhouse. America is on trial, under the spotlight since 2020, following the murder of George Floyd, on the cusp of a seminal moment, with potential for change, yet still careening on the shaky path of injustice. Whatever the outcome, such trials will be looked back on as a turning point in years ahead, for better or worse. Either justice will be done or injustice will. And judging by events, things could go either way. For a start, the very fact that there were so many doubts as to whether or not Rittenhouse would even face accountability reminds us of where we are — and the true state of play. It was the same with Derek Chauvin and is the case with Ahmaud Arbery's killers. There's an...

A man wounded by Kyle Rittenhouse, the teenager who shot three people during Black Lives Matter protests in Kenosha, Wisconsin last year, testified during Rittenhouse's murder trial on Monday that he was pointing a gun at Rittenhouse when he was shot.  "I believe in the Second Amendment. I’m for people’s right to carry and bear arms,” Gaige Grosskreutz said about why he was armed, according to The Associated Press. "And that night was no different than any other day. It’s keys, phone, wallet, gun." "It wasn’t until you pointed your gun at him, advanced on him … that he fired, right?" one of Rittenhouse's attorneys asked the 27-year-old, per the AP. “Correct,” Grosskreutz responded. "I didn't draw my firearm with an express intent of using it but also being ready if I had to use it," he testified, noting that his hands were up when Rittenhouse shot him. When asked by the prosecution why he did not shoot first, the AP reported that Grosskreutz said, “That’s not the kind of person that I am. That’s not why I was out there.”  ...

Local reporter Kelly Khatib of Spectrum News in Buffalo got loudly photobombed as she wrapped up a live shot outside a hospital — but the mischief was well-intentioned. Ms. Khatib was reporting from outside the Mercy Hospital of Buffalo on an agreement that the hospital system has reached with the CWA Union to end a weeks-long strike. As Khatib wrapped up her report on the agreement, anchor Scott Patterson noted “Kelly, the one thing that’s really striking…” [get it? striking?] “…in watching and listening to you is the quiet behind you. It’s noticeable given the last month.” That observation took on some humorous irony several seconds later when, in footage that didn’t make it to air but was tweeted out by Khatib, someone drove by behind her and shouted “Kelly is the best reporter everrrrrrrrrr!” Khatib reacted with surprise and gratitude, saying “Thank you!” with a mile-wide smile. “While I don’t condone screaming anything during a reporter’s live shot this one definitely made me smile! ???? Thanks @joe_stojek ???? #fridaymorning,” Khatib wrote, apparently identifying the mystery screamer as Joe Stojek....
